Category setting: new topics are wiki by default

Just so everyone is up to date, I pulled the retroactive conversion process from this per a conversation on the PR. I’ll work on a howto for converting existing topics.

Convert all existing topics in category to wikis

Discourse categories have a “Make new topics wikis by default” setting that can be enabled to automatically ensure that each new topic created within that category is a wiki from the start.
