Custom notifications on avatar effects

Continuing the discussion from Why are bubbles blinking around my avatar?:

Hey!

What do we need to be able to ‘recreate’ a custom notification like the one with bubbles and the rewind button?

In our community, I would like to make something similar:

  1. instead of bubbles, I will use a “live now” kind of icon
  2. instead of the rewind, I will share the webinar topic that’s being live streamed

Do you simply use a Theme component?

See Discourse Rewind 2024 and the associated repository. Some of what you’re looking to do is doable via a theme component.
