Dedicate a forum to act as "hacker news" daily rating

Hey guys,

I’m wondering if someone has been working or thinking about writing a plugin that allows say a dedicated forum to work as a rating system.

It should be able to do the hacker news / product hunt thing, ie:

1. Reset top rated posted daily
2. Allow people to vote
3. Identify hot topic and push them upper
4. Display comments inside stories.
