Discobot oneboxes the forum as a merged user

Reproduction:

1. Create user B.
2. On user B, get the Licensed and/or certified badges
3. User B gets merged into user A.
4. Log in to user A, then go to the PM that you did the tutorial on User B
5. An interactable forum gets oneboxed.

Results:

Discobot-ception.
