This is the direction I was hoping this conversation would head in. Perhaps my original question was poorly phrased.
I am all in favour of these features because I think they will enhance the experience for both users and staff alike.
We have a very large site with a high volume of traffic and features like Summarize or Related Topics seem to me ideal for such a situation.
I believe I already have enough information to start writing up a valid use case to present.
Of course, any additional insights are very much welcome.
