Discourse Translator plugin is not showing for non-logged in users

Is Discourse Translator only works for logged in users? I can’t see the translate icon for non-logged in users. It’s only showing for logged in. I am currently logged in as Admin and its showing for me but not for non-logged in.

FYI, eu uso o Google Tradutor

Nunca permitimos que usuários anônimos traduzissem, pois a tradução tem um custo.
