Did you look at How do I debug docker installation issues? Are you running as root?
Maybe reboot?
Then it’s not a Discourse problem, and likely not a docker problem.
It is likely a hardware issue. Networking might be my guess, but this isn’t going to be the place to get help.
Did the post in the suggested “See:” help any?

Hi guys, I ran it from root.
When I tried to rebuild the app, this is the error presented:
root@forum:/var/discourse# ./launcher rebuild app
/usr/bin/docker: Error response from daemon: OCI runtime create failed: container_linux.go:348: starting container process caused "process_linux.go:297: copying bootstrap data to pipe caused \"write init-p: broken pipe\"": unknown.

I have tried to remove the docker and then reinstalling it. Same error message as above.
Any help would be appreciated.

If you’re in digital ocean, I’d recommend to install a clean 18.04 and start over. Then restore your backup to the new server. 14. 04 if close to end of life anyway.
If you don’t have a backup then you can rsync the discourse directory to the new server and then rebuild. I suspect that digital ocean has a page about rsync.
