I was pretty sure that the last time I tried to change top bar order, I could just drag the ‘top bar’ entries around via ‘Admin->Settings->Basic Settings->top bar’ but today I can’t.
I can click on each entry, which applies the ‘is-highlighted’ style, but can’t otherwise interact other than hitting the x to remove them.
Was this a thing?

Yeah. I think that it was decided that the interface was too clunky and so now you just have to delete them an re-insert them in the order that you want.
That’s not too bad for 3/4 entries providing you take note before removal, but it also applies to everything including post menu (9 entries by default) and category colors (16 hex entries). Is that practical?
I have an idea in mind for this, where we could crtr+a and then ctrl+c and you could paste a pipe delimited list in your editor, change it and then paste it in the field and it would just work
