Easiest way to place a 728x90px banner at the bottom of each topic?

i’d like to place a simple .jpg or .gif 728x90px banner at the bottom of each topic (footer), here to be exact:

What would be the easiest way to do so? Are there plugins or can someone send me a code?

The easiest way : Admin > Customize > Create a stylesheet and in </body>
