I just wanted to know if it’s possible to edit the text in the ‘Create a new Topic’ boxes? For example I want to write something different in the title box above this text.
Please see the highlighted box in the attached picture.

That requires a custom translation to be implemented.

Overriding arbitrary UI text (outside of a custom translation as @cpradio correctly noted) gets asked for all the time, so this is on our list. Apparently it is hard though.
