Editing Default Tooltips

I am trying to edit the default tooltips styling and text shown in each one. I am having trouble finding where to edit this & to check if the CSS changes I made are working since the initial tooltips have already been shown to me.

Wasn’t sure if I needed to install a plugin like it mentioned in Discourse Tooltips or if I could edit this in my current admin settings.

The text for the tooltip can be modified under Admin > Site Texts.

I’m unsure how to change the layout/design.

There is a button to show the user tips again in your preferences in the interface tab:

You can also create a new test user to verify your changes.
