Emails are still sent to de-activated users

I clicked “Deactivate Account” for a user, but emails are still being sent related to posts to its Watched Categories

This is my hosted on v1.4.0.beta10 +34

Good point, since Activate has to do with validating the email, a Deactivated account should behave as if we don’t trust the email.

(well, we trust it enough to send a validation email there, but that’s it)
