Users that are inactive do not get email notifications, which is the behavior I would expect. However, if an inactive user replies by email to an email notification they received prior to their deactivation, the message will post.
Re-purposing a Discourse installation for a yearly event

@zogstrip – What is the ETA for this fix to be live? We are coming to the end of our development cycle on our Discourse instance and really wish we could go live in early January with reply by email enabled. Without this fixed we cannot do that.
