I see something about set_default_categories_preferences in there. Could you try resetting those and see if that helps?

Dear Sam, you are great! I caused this problem myself. I set a default watch category for users with Trust_level_0. This created a problem and signups failed. So I deleted the watched category for this group and now signups are working.
