If I didn’t want users to PM me, why would I want them to whisper at me? The only difference is the context, it’s still a private message.
It’s not to whisper to a “no pm” member, but to message about a “no pm” member’s post without needing to enter the posts URL into the message.
IMHO, the process being a bit more involved is a good thing. It can still be done, but doing so will be a more intentional act and less likely to be a transient impulse.
it’s like discussing what is better an email or a text message. Both have their applications.
PMs in Discourse are like emails, sometimes it’s too much.
