I love this “Floating New Topic” button as outlined in that :arrow_up:︎ linked discussion.

@merefield - Would it be difficult to tweak the CSS code you offered in that thread, to make create a floating “Reply” button, in each individual thread?

Yes it can be done. I did something similar for a client a while back.
