It cannot be scrolled. I frequently encounter this:

With Footnotes included-in-core, I’ve reported to Bug, rather than t/84533.

Yes you posted in the right place, a designer will have a look in case there is an easy fix here.

Unrelated to the OP issue, I noticed Sam’s example is a bit odd with an image positioning… can improve this too
