Global Banner No Longer Supports HTML

Under Settings>Other I had HTML code embedded in the Global Notice box for my forum. After upgrading discourse in the Docker Manager the HTML code is being shown in its raw format rather than rendering on the site.

Here is an example for reference:

just tested mine and no issues, running 2.4.0.beta9
