How do I create a New Topic from the tag page?

I’ve stumbled across an odd behavior.

When I’m on a tag page (including in safe-mode) and I click New Topic, the composer window doesn’t show up.

The New Topic button is NOT greyed out.

I can reproduce the issue on Meta. There is a recent bug report about the problem here: Cannot create topic on tag page. I’ll close this topic in favour of the bug report. We’ll get this fixed soon.
