How do I make my forum glow like the surface of the sun?

Hi, for a long time I’ve wanted to integrate rotating gradients into all the elements on my forum. Is there a way to do this? I want my forum to look like a holographic Pokemon card

So is it the surface of the sun or a holographic card that you want?

Either way it will have to do with themes I’m sure.
