I believe that this is a custom banner. However, there are some banner theme components available in the Theme component category such as but not limited to the Versatile Banner and the Welcome Link Banner.

It’s a custom theme component.
There is a guide on how to create banners: Creating a banner to display at the top of your site. You can also search for other Theme component that add banners to your forum, but that one was not shared
