I’m struggling to find this setting as the admin. Is this something only available to customers who use custom themes?

Do you mean line height?

You can add custom code to a theme and override these CSS variables to change the line height:

Is this only available to customers on the Pro plan?

I think it’s available to all plans except Starter, so yes, I believe the Pro plan supports it.
