I need to create a tag so users can use it to bring the attention of all our forum leaders to a certain question.
How do I do that?

Tags are dynamic. To “create” a tag, simply add it to a topic. You can tag a public topic, or add the tag to a private topic in your staff category. Once it’s used once, users with the proper trust level will be able to use it anywhere.
