How to create a welcome banner/section?

Hi everyone - I did my best to search, but wasn’t able to find any results on this. How does one display a banner (with links) similar to what is shown here?

This was asked quite recently, and I believe the Meta one is a special one, but you can use the Versatile Banner to achieve something similar:
