The welcome link banner is the bottom banner. Welcome Link Banner - theme-component - Discourse Meta
I don’t know too much about the one on the top, but I think it is a Versatile Banner.

Looking at the HTML code, it seems to be a custom component for meta, but it’s probably achievable with this guide: Create a banner to display at the top of your site
