How can I get “Category” and “Latest” as their own columns in a two column layout as seen below?

And how can I get announcement blocks across the top?

Is there a way to tell if there is a theme the below example is based off?

Two column layouts is the category view, using the desktop category page style setting set to “Categories and Latest Topics”.
