Currently on a forum post that is a wiki can be edited automatically by tl1 and higher which is fine but what if I want to make a post and limit the editing of that wiki to tl3+ so that no one else edits it but I want it in the general category
There is no way to choose who can edit wikis on a per category basis afaik. However, you can change the groups that are allowed via the Edit wiki post allowed groups site setting.
