I have a lot of tags. But I would like to create a “featured” tag to pick out high quality posts. I want to set it so that only certain people can put this tag on posts. What am I supposed to do?

You can add your tag to a tag group and set permissions from there. 
You can access the tag group menu from the /tags page, using the wrench:
