How do i write a DM? is it only possible to write DMs to Admins or can this be used as a user - user chat?
Hey Tim, Welcome to Meta.
you can only DM someone when you reach Trust Level 1.
When you click on their name, a popup will appear with a message button.
How to reach it, spend some time on the forum and then you reach it.

Is it possible to deactivate this trust level on a private instance?
You can disable private messaging if you dont want DMs
or change the trust level that can send DMs
