HTML encoding in draft titles

Draft titles containing special characters such as '", & or emojis are more challenging to read.

Steps to Reproduce:

1. Create a new topic draft and paste the following text into the title field:
   Drafts don't like "special" characters like & in titles
2. Add some text to the body so the draft is saved.
3. Navigate to my/activity/drafts (e.g., via the “My drafts” link in the sidebar).
4. Observe that the title is displayed as:
   Drafts don't like "special" characters like & in titles
   instead of the expected:
   Drafts don't like "special" characters like & in titles.
