Whenever a category moderator visits the report page and chooses the “insights” page, they get an error message, associated with an error 404 calling /admin/users/12.json in the background. They nonetheless see user info and moderation history, while the ip information remains hidden. It seems that privilege management for category moderators is insonsistent here.
There is already a report and a fix in FIX: review-insights have a 404 dialog for category moderators.
When did you last update?

We are reunning 2025.12.0 ( d91a9781df ), so this is probably fixed already
