Is there an way to have Notifications for an new users 1st post sent to an Moderator?
If you’re looking for a notification only, there’s not a way built in… but new users can have their posts held for review before they’re public, which will notify staff.
There are a few relevant site settings to look at:
approve post count
approve unless trust level
approve new topics unless trust level
