So- we need a way for a handful of users (not moderators), to send personal messages to other users. Moderators also need to moderate this, so it should be a required group to add. Can this be achieved?

With it being a handful of users… is this a handful of users part of a group? And you want them to be able to pm each other or is it messaging to this small group of users as a group?
If it is a small limited group of users and no one else allowed to use pm. Then maybe you could use some CSS to restrict seeing the message button if not part a group.
Though for moderators to be able to view/monitor pm without flags may need some finesse as iirc only admin can view pm without invitation
So basically, right now personal messages are disabled on the site for safety. We want one group to be able to message other users, but all other users not in that group should remain unable to pm anyone (we already have it configured so they can contact the mods). So essentially it’s limited personal messaging. The company who manages the forum is usually pretty busy, so we don’t want them to have to enable a plugin or something. And then yeah, the pms should be moderator accessible.
@Turtle Or, what you could do is group inboxes, using group messaging.
It’s kinda roundabout, but what you could also do is to promote these guys to TL4 or something.
Another or, use the Chat function and attach it to a specific category where these users have private access to.
