I wonder why no defaults were defined for unicode_usernames.

It’s disabled by default for security reasons.

unicode usernames is disabled by default and we strongly advise you to configure the allowed unicode username characters setting before enabling it in order to prevent homograph username spoofing.

I guess we could enable it by default for all locales that have a locale override for allowed_unicode_username_characters.
