Are you willing to share more about this project? How extensive would the design be? Do you see it as basic CSS tweaks or more advanced customizations requiring javascript, for example?

I’m afraid not, but if you are looking to pay a designer for customizing your forum, you should have at least a broad idea of your needs, and be able to explain it.
