No, I mean moving posts by new users to a new thread – that’s what this topic is about 
Right when you do that, you are posting as that user from the code’s perspective.
But in fact it’s not posting new content, just moving existing content for which a posting credit was spent once already. And it’s an action performed by a mod, not by that user. I too support not consuming posting credits when moving posts.
