More granular "disable emails"

On staging instances we generally “disable emails” to make sure that no rogue digests and notifications go out.

This does create some issues since user activation emails and password resets don’t work either when email is disabled.

Would it be an idea to add another level here, “essential only”, which does not send any kind of notifications but does allow for any account-related emails to be sent?


Allowing essential emails makes sense to me for staging sites.

The disable emails setting has a “non-staff” option that works well for most, but not all cases.
