This topic goes back a few years. A while back ('18-'19) the flag system had some changes:
AFAIK, it’s fairly developed but if you know of a problem please speak up. (eg. moving from one category to another should deal with any involved “off-topic” Flags).
What I usually do for Flags that are “friendly” is Ignore them. And only after, maybe then Delete. I have found that Deleting before the Flag is dealt with records as Agree
IMHO, having some Staff-only info can help. eg. a staff note “deleted per members request” or a staff topic “About Anakin’s Flag”.
