Multiple 'discourse' javascript packages in discourse repo

I’m trying to understand the structure of the Javascript projects in the Discourse repo. I’m not super familiar with Javascript development, so forgive me if this is obvious, but it seems like there are two projects named “discourse”. One in the top-level, and one in app/assets/javascripts/discourse.

What is the distinction between the two? Should they have different names?

Feels related to the ember-cli move, not entirely sure why there are two package.json files, probably an intermediate step on our part. @CvX ?
