Here, the categories page lists three latest topics in each category. In my Discourse, I don’t seem to have an option like that. The closest is “desktop category page style” set to “Categories and Latest Topics”, but that gives one right-hand list of the latest topics across all categories.

You have the right setting, just not the right option. It looks like Categories and Featured Topics. Try that:

Just scanning though and it looks like it is showing ‘Latest’ for at least the first four Categories … hmmmm… I wonder what the algorithm is.
Depends what’s pinned in those categories though.
