Since it list Categories, Top and Latest I suspect it is a Discourse site. If so then have you used the F12 key on your browser to peek at the HTML and JavaScript, there might be the name of the theme or plug-in noted.

Take a look at Custom Category Boxes too.

I’m downloading & adding them theme, then pressing convert but it’s not coming up. Any further help?

It’s a theme component, not a theme. You can add it to any theme.
