I don’t see the setting page to create groups. Am I missing something obvious?
As an admin you can create new groups visiting the Groups page from your hamburger menu on top right. In that page you will find a + New group button.

Hi, is there also an option for users (i. e. non-admins) to create groups? Or can that be assigned to different TLs?
No, groups can be created only by admins.
