No UI indication that a user's email was changed and is pending verification

After a user has initiated the process of changing their email address, it would be helpful if there was some indication of that fact to the admins, even before the email change is confirmed.

Presumably the old address should be deactivated as well? I’ve made a case for that in this separate thread.

Some label to the effect of “Pending change to…” would be great.

Usually this is done by showing the unvalidated account in grey. You can see this yourself by signing up for a new account but never clicking or tapping on the emailed validation link. Look in the new user list.
