Is there a bug that causes users not able to receive badges in restricted categories despite the settings has been turned on?

Can you be more specific about the issue you encounter?
Which badge do you think should have been awarded but wasn’t?
How long did you wait? Badges are triggered by various background jobs which are executed in different spans of hours (days for some?).
