If a user is moved by an admin from, say, TL1 to TL0, will any notification be sent to that user? Thanks.

I’ve been demoted from TL3 to TL2 several times here and never had a notification about it.

My test users never get a notification when I downgrade them from any of the trust levels.

Same here, no notifications. From one point I understand why it should tell, but this time I like this way much better. When lowering TL (I dislike impression depromote here because I know it is in use somewhere, but it is maybe language barrier question) because it can and will raise some bad blood.
But the answer is same as what @JammyDodger already told, no, system doesn’t tell it to an user.

Could this (notify of TL downgrades or demotions) be possible to do with the Automation Plugin in combination with a query from the Data Explorer?
