Order of two items in the same plugin outlet

I am using two different theme components that renders to below_site_header outlet. (I use tag banners and submenus).

However, the submenus get rendered after the tag banners, I want the menu to be above the banner.

Is it possible to fix the ordering of these?

I think there may be an example of something like that in the Versatile Banner theme component, which may provide some clues?
