Looking for a US based developer/agency for some custom plug-in work as part of a US Federal Education Grant. Unfortunately, because of the funding restrictions we are required to work with a US based agency/developer. Are there any development agencies/shops recommended?

custom plug-in and configuration support on 3rd party hosting would kick off for ~3 months in March
What is your budget, in $ USD that you can offer for this task?
Funded enough for project (and potential second) - scope of work TBD based on agency capabilities
