Patreon members only can create a New Topic?

Just looking at this Plugin for monetising my forum and wondered:

Is it possible to set the plugin so that only Patreon members can create a ‘New Topic’, while other ‘free’ registered users can still read and reply?

Yes. For that, you should grant “Create / Reply / See” permission only for the “Patrons” group and “Reply / See” permission for the “everyone”.
