Permalinks funktionieren nicht in Unicode-Tags

When we set the tag title to Unicode in the permalinks settings, the system does not work properly and redirects the user to an invalid address.

Ex:

Address: c/url-to-old-category
Type: Tag Name
Destination: [Unicode Tag Name]
Redirection Result: tag/پیش_از_Ø¨Ø§Ø ± داØ
