/preferences/users page shows the entry for the assigned topics

The /preferences/users page at the moment is a bit messy:

1. The entry for assigned topics is already visible in the /preferences/notifications page so this one is a duplicate.

2. The Save Changes button is not at the end of the page as usual.

Yeah this is not looking right, @Roman_Rizzi can you sort this out? This should not be on this page at all, only on the https://meta.discourse.org/my/preferences/notifications page. Maybe we have a bad outlet?

I removed the outlet, it shouldn’t be there at all
